Online Service Delivery To Businesses For Effective Governance Under Ease Of Doing Business In Karnataka

Karnataka Pollution Control Board vide Notification no. PCB/12/EGV/2020/3840, has mandated certain key features in the online system for the industry/organizations services. They are (1) online application, uploading of documents, and submission of application by the applicant (2) E-payment of application fee for the industry/organizations services (3) Online processing and approval by concerned Board officials and approving authorities (4) Online facility for tracking the application status (5) Digitally signed final approval certificate from applicant login (6) Integration of SMS gateways and emails with the online system, so that the applicants can receive notifications at critical stages of application processing (7) Online provision for Third-party verification about the authenticity of the consent/authorization/registration granted by the Board (8) Disposal of application -within the stipulated timeline as mandated under SAKALA (Public Service Guarantee Act) 9) Online provision for the applicant and concerned officers to view/download the inspection reports. Software Based Tool For Randomized Risk-Based Inspections In Kerala

The Kerala State Pollution Control Board (KSPCB) vide Notification no. PCB/HO/SEE-2/IT CELL/63/2017 Vol II has released a well-defined inspection procedure and checklist for software-based 'Computerized Inspection' system which is being designed by NIC for compliance of inspections under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981. The system has been introduced by the Government of Kerala in accordance with the 'Ease of Doing Business'. The system is for identifying establishments that need to be inspected based on Computerised Risk Assessment and Online submission of the inspection report within 48 hours. Users can also log in and view and download submitted inspection reports on their business. Please refer to the notification for details

Implementation Of Colour As A Parameter For Discharge Standard For Textile And Related Industries In Maharashtra

Maharashtra Pollution Control Board vide Notification No. MPCB/JD(WPC)/BB:20113-FTS-0056 has informed that "colour" is to be regarded as a parameter with a discharge standard of 150 P.C.U ( Platinum Cobalt Units) for all integrated Textile Units, Units of Cotton, Woolen/Carpet/Polyester/units having Printing/Dyeing/Bleaching process or manufacturing garment units and 400 Hazen Unit for Dye and Dye Intermediate Industries. All those consents that were previously issued without incorporating "colour" as a parameter shall be revised and amended to include the same. Please refer to the notification for details

Kerala SPCB Sets Up Distance Criteria For Multiple DG Sets Minimizing The Number Of Diesel Generators

The Kerala State Pollution Control Board (KSPCB) vide Notification no.PCB/HO/SEE-3/TECH/09/2019 has specified the distance criteria for multiple DG sets minimizing the number of diesel generators as they contribute to air and noise pollution. The minimum distance from all the DG sets to the nearest residence/institution shall not be less than (kVA/2) where kVA (kilo volt-ampere) is the value of the highest capacity DG set. Retrofitting Of Emission Control Devices, Equipment In DG Sets In Andhra Pradesh

Andhra Pradesh Pollution Control Board vide notification No. APPCB/NGT/681 of 2018/ DG SETS/HO/2020 has directed all the industries and establishments operating DG sets of capacity 125 kVA and above, within the jurisdiction of the state of Andhra Pradesh, to (1) Retrofit all operational DG sets of capacity 125 kVA and above with an Emission Control Device/Equipment having a minimum specified Particulate Matter capturing efficiency of at least 70% tested as per 5 mode D2 cycle, OR (2) Shift to gas-based Generators by employing new gas-based generators. Kerala SPCB Issues Guidelines For Preventing Sewage Pollution From Establishments

The Kerala State Pollution Control Board (KSPCB) vide Notification no.PCB/HO/SEE-3/TECH/6/2017 has issued guidelines for preventing sewage pollution from establishments. Due to a lack of awareness of what is going on in the tanks, there may be instances of water seepage from the tanks contaminating groundwater. Thus, considering this the following guidelines are issued: (1) Sewage treatment plant shall be constructed above ground level/cellar of the establishment. (2) There shall be easy access to each and every treatment unit for inspection. Sufficient sampling points shall be provided to facilitate the collection of samples. Lighting arrangements shall be provided in the sewage treatment plant area. (3) TOD type of energy meter shall be installed exclusively for the Sewage treatment plant. The water meter shall be fixed to record the consumption of water. The design criteria and guidelines for STP for flats and commercial establishments enclosed along with this circular shall be considered for processing consent application and assessing STP proposal. CPCB Issues Directions To SPCBs For The Compliances Under The Water (Prevention And Control Pollution) Act, 1974

The Central Pollution Control Board vide notification No.B-19004/WQM-II/CPCBTPA/2020-21 9718 has issued directions to State Pollution Control Boards to take appropriate measures for the compliances under the Water (Prevention and Control Pollution) Act, 1974. The following measures have been taken: (1) One senior officer shall be nominated as a Nodal Officer by the SPCB so that the coordination with the CPCB can take place for the joint inspection. The inspection report at the inspection site shall be signed by the SPCB officials taking part in the joint inspection. (2) In case samples are analyzed in the labs, the sample reports shall be provided within 15 days. (3) A weekly report of the inspection shall be submitted by the SPCB’s. (4) After the inspection report, appropriate actions shall be taken within 15 days of the submission of the report. (5) In case of non-compliance, 15 days shall be given for the closure of the inspection. (6) For the temporarily closed RO units, the same shall be informed in advance. (7) The appropriate actions taken based on the report shall be submitted on the website of CPCB. Please refer to the notification for more details

Karnataka State Board For The Prevention And Control Of Water Pollution (Procedure For Transaction Of Business) And Water (Prevention And Control Of Pollution) (Amendment) Rules 2020

The Government Of Karnataka vide notification no FEE 251 EPC 2016(i) has amended Rule 32 of the Karnataka State Board For The Prevention And Control Of Water Pollution (Procedure For Transaction Of Business) And Water (Prevention And Control Of Pollution) (Amendment) Rules 1976 and substituted the tables containing the Consent fees. Table I (a), I(b), I(c), I(d), and I(e) contains the revised Consent Fee for consent to establish or consent to expansion or consent to operate for Industries specified respectively in the tables. The Notification further provides a table containing the consent validity with respect to the category of industries. Please refer to the notification for more details

Implementation Of Online Services By Odisha State Pollution Control Board

Odisha State Pollution Control Board, vide Notification No. 10626/IND-II-CTE-6391, has introduced the implementation of online services. The implementation process for the following services have been made online: (1) Consent to Establish and Consent to Operate under the Water (Prevention and Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act 1981, (2) Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, (3) Authorization under Bio-Medical Waste Management Rules, 2016, (4) Authorization/Renewal under E-Medical Waste Management Rules, 2016 (5) Registration/Renewal under Plastic Waste Management Rules, 2016. Further, the notification also mentions certain instructions and directions regarding the newly implemented online system. Please refer to the notification for more details

OSPCB Revises Time Limit For Disposal Of Application For Registration Or Renewal Under E-Waste Management Rules, 2016

Odisha State Pollution Control Board, vide Notification no. 9761/IND-IV-PQ-Misc-93, considering the necessity of faster disposal of registration or renewal application in order to regulate the management of plastic waste in Odisha, the time limit for disposal of application for authorization or renewal under E-Waste Management Rules, 2016 has now been fixed as 90 days with effect from the date of receipt of online applications complete in all respect against the statutory period of 120 days.
