Odisha State Pollution Control Board, vide Notification no. 9761/IND-IV-PQ-Misc-93, considering the necessity of faster disposal of registration or renewal application in order to regulate the management of plastic waste in Odisha, the time limit for disposal of application for authorization or renewal under E-Waste Management Rules, 2016 has now been fixed as 90 days with effect from the date of receipt of online applications complete in all respect against the statutory period of 120 days. Environment (Protection) Second Amendment Rules, 2020
The Central Government vide, S.O 3235( E ) In exercise of the powers conferred by the Environment (Protection) Act, 1986 has amended the Environment (Protection) Rules, 1986. The amendment is made under Rule 5(3)(d) of the Environment (Protection) Rules, 1986 relating to prohibition and restriction on the location of industries and the carrying on processes and operations in different areas stating that the period of national lockdown from 25th March 2020 to 31st May 2020 on account of COVID-19 pandemic shall be excluded for the purpose of counting the number of days for publication of the final rule or order or notification. Online Issuance Of Passbook Under Rule 6 Of The Hazardous And Other Waste Rule 2016 In Punjab
Punjab State Pollution Control Board via notification No. SEE(HQ-2)/2020/523, has laid out that the authorised recyclers/re-processors of hazardous and other wastes shall apply for the issuance of passbook along with the application for authorisation under HOW(M&T) Rules, 2016 through the online system of the board (OCMMS), it shall be accompanied by the necessary documents and fee as prescribed in the notification. The notification also states that, till the necessary modification for filing the online request for passbook is incorporated into the OCMMS portal, the applicant shall attach a written request for this purpose along with the application. The industries which had obtained the authorisation but have not obtained the passbook need to file a revised application for allowing the processing, recycling, recovery, pre-processing, co-processing, and utilisation of hazardous waste. The Jammu and Kashmir Pollution Control Board, vide notification no. 121-JKPCB of 2020 in consultation with the Technical Advisory Committee constituted by the board has framed guidelines for levying environmental compensation for small scale Sewage Treatment Plants (STP) as used in many commercial establishments like Hotels / Hostels / Banquet Halls / Convention Centres / Circuit Houses / Dak Bungalows / Commercial Establishments / Shopping Malls / Educational Institutions. Disposal Of Hazardous Waste For Units Not Requiring Consent Under State PCB In Odisha
Odisha State Pollution Control Board vide notification no. IND-IV-HW-MISC-332/8873 has directed that an occupier shall not be required to obtain an authorization under Rule 6(1) of Hazardous and Other Wastes (Management and Transboundary Movement) Rules 2016. The notification further provides that the hazardous and other waste generated by the occupiers shall be given to the actual users, waste collector or operator of the disposal facility in accordance with CPCB guidelines. Further Extension Of Validity Period Of Consent To Operate In Jharkhand
The Jharkhand Pollution Control Board, vide Notification No. B-100 has extended the validity of Consent to Operate to 30th September 2020, which were previously set to expire on 31st March 2020, 30th April 2020, 31st May 2020, 30th June 2020, 31st July 2020, and 31st August 2020. The extension will be in compliance with the conditions mentioned in the previous operating consent and related statutory conditions. Please refer to the notification for more details

Punjab State Pollution Control Board vide notification No. SEE(HQ-2)/2020/475, has released directions regarding the procedure for dealing application for obtaining one-time authorization by the trader for the import of scrap on behalf of 'actual user' as required under Part-D of Schedule-III of Hazardous and Other Waste (Management and Transboundary Movement) Rules, 2016. The notification also contains the list of documents required for the submission of the application for obtaining the one-time authorization. Please refer to the notification for details

Industries Generating Hazardous Waste To Install Display Board In Assam
Pollution Control Board Assam vide Notification No. WB/T-237/19-20/95 has directed all industries involved in hazardous chemicals and generating hazardous waste to install display board outside the factory gate containing information related to effluent discharge, air emissions, and waste generated in their factory premises in the format annexed with the notification. In addition to this, the Installation of Online Display Board has been made mandatory in all the large scale, medium, and small units and it may also be regulated to install an appropriate size manual environmental data display board outside the factory gate. Haryana Fire Service (Amendment) Ordinance, 2020
Haryana Government vide notification no. Leg. 21/2020 has amended the Haryana Fire Service Act, 2009. Subsection (1) of section 15 of the Act has been amended specifying that any person proposing to construct a building to be used for any purpose other than residential purpose or a residential building of more than 16.5 mtrs. height proposed on residential plot or proposed for other residential purposes of more than 15 mtrs. in height, such as group housing, multi-storeyed flats, walk-up apartments, etc., before the commencement of the construction, may apply for the approval of Fire Fighting Scheme conforming to National Building Code of India, the Disaster Management Act, 2005, the Factories Act, 1948 and the Punjab Factory Rules, 1952, and issue of no objection certificate on such form, along with the prescribed fees.
